This is a trashline orb-weaver spider, most likely a species in the genus Cyclosa. What makes it so unusual is that white "spiky ball" in the center of the web. That's not part of the spider itself. It's a decorative debris line made from silk, prey remains, egg sacs, and other material. The spider sits right in the middle and blends in, making it difficult for birds, wasps, and predators to spot.
