While water provides the best heat transfer, ethylene glycol is used in coolants to provide freeze protection as it has a higher boiling point than water. Because of this higher boiling point, it does not get vaporised easily inside the cooling system which can cause over-heating.
It is therefore an advisable solution to use coolant for your engine as opposed to using tap water.
Water can also rust if you park your vehicle for a long time, but coolant on the other side doesn't do that if you change it every 30,000km or less if you can. If you don't change it, it loses it's anti rust capabilities and becomes more dangerous to your engine as well.
