SunLand Water District The SunLand Water District (SWD) is a municipal corporation set up for the purpose of providing water and sewer services to the SunLand community.

It was established in 1977 in accordance with Washington State statutes.

Hello SunLand Neighbors,

Water District Commissioner candidate filing is currently open through this Friday, May 19.

In November of 2023, registered voters in the SunLand Water District will elect one commissioner to Position #2, currently held by Gary Fortmann who is retiring, for a six year term through 2029. If you are interested in serving your community, here is some information that will be of interest to you.

Every two years we elect one of our three Commissioners. They serve staggered 6-year terms.

Eligibility:
A candidate must reside in SunLand and be registered to vote in a SunLand precinct. There are no district boundaries. The law makes no distinction between property owners and renters. Conversely, a SunLand property owner not registered to vote in a SunLand precinct is not eligible.

Compensation:
State statute allows compensation at a maximum of $128 per meeting.

Duties and Responsibilities:
Commissioners swear to uphold the laws of the state and nation. Specific duties pertaining to SWD functions, policies and procedures are decided and assigned by the Board President and the entire board. The Board has oversight on all District programs and policies and full fiduciary responsibility.

A SWD commissioner would be expected to attend monthly meetings usually held the morning of the third Tuesday of the month. There are also special meetings called to discuss or decide issues that won’t wait for the next regular meeting. In addition, a commissioner needs to be available to residents and district staff on a regular basis.

A commissioner would be expected to interface with staff at all levels and be involved with off-site activities relevant to SWD. These might include, but not be limited to, contact with the City of Sequim and Clallam County officials and Washington Association of Water and Sewer District functions.

It is necessary to file an application with the County Elections Department. Filing week occurs in May every two years. Interested parties may file for candidacy in person, by mail, or online. Please contact Clallam County Auditor’s Office in the Clallam County Courthouse building at 223 E. 4th Street, Suite 1, Port Angeles, WA 98362, 360-417-2568. Additional information and filing forms may be found online at the Clallam County Auditor’s website. Besides the application for office you will be required to file a statement with state Financial Disclosure Commission. This can be done electronically.

You must be a registered voter and possess the qualifications specified by law. Most offices require the candidate to be registered within the district. Exceptions are US Congress and Superior Court.

UTILITY WORKER
Incumbent is responsible for on-site landscaping and maintenance/operation of the District’s
office, water distribution system, sewage collection system, meters, plants, and reservoirs.

ESSENTIAL DUTIES
• Perform work of buildings/grounds workers: landscaping duties such mowing, trimming
and general building maintenance; custodial duties, lift station upkeep,
loading/unloading District vehicles, organizing equipment and materials, and delivering
equipment and materials to job sites.
• Installs, services and repairs the District’s water and sewer facilities; repairs water and
sewer line leaks, flushes water systems, assists vacuum and jetting truck to clean out
debris in manholes and plugged sewers; installs valves; installs and repairs hydrants, and
taps water and sewer mains for new connections; maintains other District-owned
buildings and property.
• Sets, services, maintains, plumbs, repairs, reads and adapts District meters; restores any
disrupted property.
• Locates sewer and water utilities, inspects services, raises and/or repairs manhole
frames and lids.
• May be assigned courier duties or to back up the Office Administrator or Inventory
Control Technician.
• Services and maintains tools and equipment used to repair water and sewer facilities.
• Checks for hazardous conditions and sets up barricades, warning signs and other public
safety devices and controls traffic by flagging when necessary.
• Responds to on-site inquiries and talks with property owners and contractors regarding
work being performed and the impact work may have on their property.
• Must be able to operate power equipment large and small including mowers, w**d
eaters, tractors, and other associated equipment used in landscaping and other
operations.
• Must perform manual tasks involving physical strength and endurance in all weather
conditions.
• Performs other duties as required or assigned.

MINIMUM QUALIFICATIONS
GENERAL
• Must live within 30 minutes of SunLand
• Must be on call at all times for emergencies
• Will be subject to the following:
o Background check
o Drug test
o Reference check

KNOWLEDGE, SKILLS & ABILITIES
Other abilities include:
• How to read maps, use GPS, and find locations within the District’s service area
• Customer service
• Driving with an acceptable driving record
• Safety
• Operating construction and power equipment and hand tools
• Computers and Microsoft Office Suite products
• Communication, both oral and written, and interpersonal skills as applied to interaction
with coworkers, supervisor, then general public, etc. sufficient to exchange or convey
information and to receive work direction

EXPERIENCE / EDUCATION
• Must be at least 18 years of age
• High School Diploma or GED
• Must maintain a valid Washington State Driver’s License with a good driving record
• Ability to earn an Industrial First Aid/CPR card

PREFERRED QUALIFICATIONS
Equivalent combination of education and experience that provides the applicant with the
knowledge, skills, and abilities necessary to perform the job is required for this position. A
typical way to obtain the required knowledge, skills and abilities would be at least one year of
experience in utility maintenance operations at a water and sewer district, municipality, or in
the construction industry.

WORKING CONDITIONS
Duties are primarily performed in the field with exposure to:
• Extreme weather conditions for extended periods of time
• Confined spaces
• Automobile traffic
Work involves exposure to live sewer systems, human waste, paraphernalia, gases, fumes, loud
noise, chemicals and pesticides.

PHYSICAL REQUIREMENTS
This position typically requires climbing, balancing, stooping, kneeling, crouching, crawling,
walking, pushing, pulling, lifting, grasping, feeling, standing, reaching, talking, hearing, seeing,
finger dexterity, and repetitive motions.

The SunLand Water District (SWD) is a municipal corporation set up for the purpose of providing water and sewer services to the SunLand community. It was established in 1977 in accordance with Washington State statutes. The three commissioners are elected to staggered six-year terms by the citizens of SunLand.

Water is provided by two groundwater wells located within the SunLand community. The “upper” well (No.1) is located off Sunset Place, and the “lower” well (No.2) is off Woodcock Road west of the 11th green. The upper well has a 100,000 gallon reservoir, pressure booster station, and emergency generator. The lower well has a 140,000 gallon reservoir, a pressure booster station, and an emergency generator. Either of the two locations is capable of supplying all the water needs of SunLand.

The SunLand Water Reclamation Facility was built in the early 1980’s. In 2000 modifications were made to produce Class A reclaimed water. At that time SWD was one of a very few wastewater treatment facilities to do so, and has maintained that high quality effluent to date. Additional upgrades to the wastewater treatment system were completed in 2015.

SunLand has a senior water right more than adequate for our expected needs. As this is written, there are less than 50 vacant lots in our community. We are nearing completion of metering all water service connections as required by the 2007 Water Use Efficiency Rule.

The District is financially sound with a healthy emergency/capital reserve. The District is completely separate from the SunLand Owners Association, with its own office building located next to the lower well house and the RV parking lot on Woodcock Road.

All District personnel in the water and wastewater operations hold and maintain professional certifications from the Washington State Department of Health and the Washington State Department of Ecology. These trained technicians, along with our office staff, strive to provide all of our customers the very highest level of service.
