Olympic Water and Sewer will be conducting water main flushing in Port Ludlow (North Bay) starting October 23, 2023 and will continue through the end of November. This is not a continuous start-to-finish operation but rather will take place intermittently as manpower allows. Work will only occur Monday through Friday during the hours of 8:00 a.m. to 3:00p.m. The crews will flush the mains using fire hydrants until the water runs clear.

Weekly notifications informing customers where the flushing may be taking place will be sent out via Alert Media. โ€œA-Boardsโ€ will be put out on streets prior to flushing to notify residents. Water quality throughout the water system should remain normal unless the flushing is in your immediate area.

4/7/2023 Update

OWSI has concluded the majority of the flushing for the area affected by the potassium permanganate dosing event of last weekend. Please call 360-301-3217 to reach Jason White, OWSI Operations Supervisor, if you are still experiencing any color. If necessary, please leave a brief message and include your address.

If you experience this after 3 p.m. please call our answering service at 877-826-8349 and they will contact our on call technician.

We have conducted field tests and have found that the manganese level in the distribution system is now at 0.065 mg/l. Manganese tests indicate levels of potassium permanganate in the water. The secondary drinking water standard for manganese is 0.05. Secondary standards are set for contaminants that are not a health issue but are aesthetic considerations. We have also sent samples to an accredited laboratory, Spectra Lab, to confirm the results.

We have been in contact with the Washington Department of Health and are currently awaiting their guidance on any next steps that we need to take.

OWSI has drained one reservoir that had color issues and has located the source of the color issues. The majority of colored water has been flushed from the system. Please contact OWSI if you are still experiencing any color in your water.

What was first thought to be a faulty valve was not the case. Upon further investigation a chemical feed pump was over dosing. A power cycle on the feed pump caused a setting change that did not signal the pump to stop when the well was not running. OWSI is in the process of updating procedures to prevent this type of event to happen in the future.

OWSI does not recommend drinking any water that has color in it. This is a reminder that an emergency supply of 1 gallon of water per person per day for at least three days is recommended.

OWSI is analyzing this situation and using it as a learning tool to not only prevent future events but also to provide information on response and investigation.

In response to concerns on the recent incident, effecting the North Bay Service Zone A, which resulted in the release of a concentration of potassium permanganate into the water distribution system. This may have resulted in pink/purple coloring. We understand that this incident has caused concern among our customers and we want to assure you that we are taking all necessary measures to rectify the situation.

Our team has been working diligently since the incident to remove the excess potassium permanganate from the water supply, which may be why you have not heard from them yet, if you left a message.

We would like to first clarify that potassium permanganate is a commonly used chemical in water treatment and poses no immediate health risks to our customers. However, we understand that the discoloration of water caused by the presence of potassium permanganate can be alarming.

The incident was identified quickly however some of the concentration made it to the reservoir. Starting at 2 pm on 4/3, we are currently flushing the reservoir.
We take our responsibility to provide safe and reliable water services to our customers seriously and will continue to monitor the situation closely. We apologize for any inconvenience caused and want to reassure our customers that we are committed to resolving the issue as quickly as possible.

If you are experiencing colored water please flush your water for 10 minutes or until it clears. If it does not clear, please call Jason White, OWSI Operations Supervisor at 360-301-3217 (cell).

Maintenance of Olympic Water and Sewer facilities. This is an entry level position. Must possess punctuality and a desire to learn. Knowledge of the operation of hand and power tools. Ability to learn the maintenance of water system components including water source, storage, treatment, transmission, and distribution. Required skills include general problem solving, customer service, and the ability to adhere to safety rules and regulations.
