HUMAN TRAFFICKING: Facts from the Field

The difference between Human Trafficking vs Human Smuggling is a confusing area that often gets used interchangeably. However, they are a two very different issues.

HUMAN TRAFFICKING is the use of force, fraud, or coercion to obtain some kind of labor or commercial s*x act.

HUMAN SMUGGLING is the movement of a person, typically across an international border, where there is a consensual agreement between the smuggler and the person being smuggled.

HUMAN SMUGGLING can become HUMAN TRAFFICKING when individuals are forced to repay smuggling debts through commercial s*x or labor exploitation.

OBN DIRECTOR COMMENTS ON MA*****NA RECLASSIFICATION

OBN Director Donnie Anderson believes the federal rescheduling of ma*****na announced today has beneficial elements for Oklahoma.

“Moving ma*****na from a Schedule I to a Schedule III opens up opportunities,” said OBN Director Donnie Anderson. “Legitimate ma*****na businesses will be able to take advantage of tax breaks and banking options afforded to other industries. It also removes barriers to clinical studies by research institutions into both the potential health benefits and risks linked to cannabis.”

Additionally, Director Anderson says rescheduling initiates a new layer of federal regulation, oversight, and enforcement to help target the fraud and black-market traffickers embedded in Oklahoma’s medical ma*****na program.

In 2021, OBN established full-time statewide Ma*****na Enforcement Teams (OBN MET) to address the escalating presence of criminal organizations setting up ma*****na operations in Oklahoma. OBN MET Agents have targeted operations tied to black market trafficking and obtaining an OBN Registration by fraud using 'straw ownership' schemes.

At the end of 2022, 8,400 farms were operating with an active OBN Registration. As of today, that number stands at less than 1,400 grows. Since 2021, OBN MET Agents have seized over 2.2 million illegal ma*****na plants, more than 290,000 pounds of processed ma*****na, and made over 400 arrests with additional arrests pending as many of these investigations remain ongoing.
