We will have a hearing Tuesday, March 3 at 6:30pm regarding preliminary design for the development of the kayak and canoe launch along the Black River. We will be adding a pavilion to this design as well. The Township will be applying for grants for the development.

Water will be shut off Tuesday, January 27th at 9:00 a.m. and we do not have an estimated turn on time.

Kimball Township Department of Public Works is currently working on restoring water to residents.

Our website has the documents containing all TTHM and HAA5 testing results for 2024 and
2025. The Department of Public Works fully completed the required sampling, and all
samples were submitted to Paragon Laboratories for analysis in accordance with EGLE
regulations. However, EGLE did not receive the laboratory results for the 2024 reporting
cycle. As a result, and consistent with EGLE requirements, the Township was obligated to
report the tests as “not completed,” despite the fact that sampling and laboratory analysis
did occur.

The important news for our residents is that all results were well within acceptable
regulatory limits, and there is no public health concern based on the water quality data.
The drinking water remains safe, and the testing confirms full compliance with all
established health-based standards.

It is also important to acknowledge that public concern may have been significantly
reduced had the Township published the testing results before issuing the statutory notice,
which lacked the context necessary to reassure residents. Moving forward, we are
committed to improving communication and providing clear, timely information to the
community.

The Clerk’s Department, which oversees the DPW, has implemented a formal operating
procedure to prevent this situation from occurring again. All 2025 testing results have been
properly submitted to EGLE and verified. Copies of the EGLE confirmation receipts are
included with this packet.

The Township remains committed to transparency, regulatory compliance, and the
protection of public health.

The Kimball Township Board of Trustees has voted to increase the impact fee we collect from the landfill from $0.10/ton to $0.30/ton. The additional $0.20 collected will be placed into a trust fund.

With the recent failures at the landfill, the Board felt that it needed to be in a better position to financially take remediation actions should the landfill fail again in the future. This is an effort to protect the residents of Kimball Township.

By Michigan law the trust fund will have a three member board. The law requires the Township Supervisor, one township resident, and one person recommended by the landfill owner/operator be on the board. The person recommended by the landfill owner/operator must receive Township Board approval.
