What makes a great pad? Lots of things, like breaking up the concrete floor, digging deep enough below that, building a proper form for the cement, tying-in properly with the concrete floor, adding enough rebar to withstand g-forces 100X stronger than any astronauts will encounter, mixing correctly, pouring correctly and allowing enough time for the pad to cure before proceeding with the installation. Good things take time.
