VGBA (Virginia Graeme-Baker Act) Certification:
Can you believe it’s 2021 and people are STILL talking about the VGBA?
Maybe you’re switching out Main Drain covers, or FINALLY getting around to it?
Well, so is the CONSUMER PRODUCT SAFETY COMMISSION (CPSC) – the Federal Authority responsible for ensuring compliance of the VGBA. They are ACTIVELY Inspecting pools to ensure that pools are complying.
For pools built after 2009, that should be fine; but if your pool is PRE-2009, you have to look into a few things – you see, the CPSC will not look at your pool – when they perform an inspection, they want to see DOCUMENTS. What are they looking for, you ask?:
1. Engineering documentation stating that the main drains are compliant with the VGBA standards. ONLY A LICENSED ENGINEER can produce these documents. It Includes the old pool data, the requirements to make the pool compliant, including the selection of the parts needed to become compliant (Main Drain Covers, Muffler Adapters, SVRS, etc.)
2. A letter from the CONTRACTOR that performed the needed changes on your main drains, proving that whatever the P.E. recommended was done.
3. Any Certificates of Conformity from the Manufacturers of any parts or devices that were retrofitted for compliance.
So now you must be asking…” where is my paperwork”?
Well, not many people knew that the CPSC would be doing this, so they simply converted and that was that. You do know that by most health codes, these changes needed to be APPROVED by the Local DOH BEFORE making the changes?

• Fines starting at $250,000
• Pool cannot be reopened for at least 18 months
