Even though the previous owner has receipts of work that was completed, doesn't mean everything is in proper working order.
A stainless steel chase cover and a cap was installed here but chase cover was pushed down by a low grade storm collar that was screwed together, holding water and cap was aftermarket.
With a simple adjustment of removing the old storm collar, chase cover popped up into place, installed a stainless steel storm collar with a tightening band, and a proper Dura Vent cap.
Will make all the difference with water and draft.
