Town of Discovery Bay

Town of Discovery Bay Official account for the Town of Discovery Bay Community Services District (CSD).
(1)

Serving our community by providing Water, Wastewater, Parks & Recreation, and more! 🌊⛵ Situated on the banks of the California Delta which flows into the San Francisco Bay you will find the Town of Discovery Bay. Discovery Bay was established in the early 1970’s as a mostly weekend and summer resort community. Discovery Bay is based on a waterfront community of 3,500+Original homes with private d

ocks with access to the Sacramento Delta. Boaters can navigate from Discovery Bay to the San Francisco Bay, enabling residents to literally go anywhere in the world from their backyard. Whether you enjoy fishing, waterskiing, wakeboarding, or simply exploring the California Delta. Today, Discovery Bay offers gated lakefront homes as well as Country Club homes located on a world-class golf course. Recent additions include the 2 gated communities of Lakeshore and The Lakes, as well as nearby Ravenswood, a community planned around a new public park. Discovery Bay has evolved into a thriving year-round home for over 14,000 residents who enjoy small-town living against the backdrop of over 1200 miles of Delta waterway. Currently boasting a beautiful full-service marina with restaurant & dockside views, A private Yacht club, two shopping centers and a business park, Discovery Bay now has the infrastructure needed to support residents within their own community as well as serve those who travel to the area to enjoy the splendor of the Delta. The Town is managed by the Discovery Bay Community Services District (CSD) serves as Discovery Bay's local government, tasked with handling water, sewer, landscaping and recreation. In addition, while the CSD Board has no land use or zoning authority, the CSD can advise the County on decisions related to police and fire services, residential and commercial development and more. The District's publically-elected 5-member CSD Board makes decisions on behalf of the community, while the District's General Manager and staff manage day-to-day operations.

⚠️ Utility Billing Update ⚠️

The Town is aware that some customers experienced issues with autopay and “Past Due” notices as a result of the Town's ongoing utility billing system conversion.

Due to April's water bills being issued after the scheduled autopay processing date, automatic payments were not processed, and balances incorrectly appeared as “Past Due” on the following May statements.

Customers can be assured that there will be no:

✅ No Late Fees
✅ No Penalties
✅ No Service Interruptions
✅ No Credit Score Impact

The Town is actively working to fully resolve the issue. We apologize for the inconvenience and appreciate the community’s patience and understanding.

Yesterday, the Town’s Board Vice-President and staff attended the Contra Costa County Board of Supervisors meeting to thank Supervisor Diane Burgis for her decision not to move forward with the proposed ~$2.4 Million in public funding support for the Harbor Pointe Apartment Complex project.

It is important for residents to understand that this action does not necessarily mean the Harbor Pointe project will not continue moving forward. It does, however, mean the project will no longer receive the County funding that had been under consideration.

The Town of Discovery Bay Board has consistently opposed this project and has continued advocating for responsible development that aligns with the needs and capacity of our community. The Town does not have jurisdiction over this proposed project, and the County’s ability to deny housing developments is significantly limited under current California state housing laws, including SB 330 and other related mandates.
