Also, since we are heading into the warmer months, we are implementing Stage 1 (Mild Water Shortage Conditions). We are implementing this to help with drought conditions and to help with the pressure on the well with the excessive water use. The Public Utilities Commission (PUC) and the Texas Commission on Environmental Quality (TCEQ) are also asking water systems to implement the beginning of all water systems drought contingency plans. SECTION I: Declaration of Policy, Purpose, and Intent
In order to conserve the available water supply and protect the integrity of the water supply facilities, with particular regard for public health, welfare, and safety and minimize the adverse impacts of water supply shortages and other water supply emergency conditions, the Bushland Water Supply Corporation here by adopts the following regulations and restrictions on the delivery and consumption of water.
Water use regulated or prohibited under this Drought Contingency Plan (the Plan) are considered to be non-essential and continuation of such use during times of water shortage or other emergency water supply conditions are deemed to constitute a waste of water which subjects the offender(s) to penalties as defined in Section X of this plan
Stage 1 Triggers – MILD Water Shortage Conditions
Requirements For Initiation
Customers shall be required to voluntarily conserve water and adhere to the prescribed restrictions on certain water uses, when one or more of the following conditions exist, defined in Section VII – Definitions, when:
a. Water Consumption has reached 80 percent of daily maximum supply for three (3) consecutive days.
b. Water supply is reduced to a level that is only 20 percent greater than the average consumption for the previous month.
c. There is an extended period (at least eight (8) weeks of low rainfall and daily use has risen 20 percent above the use for the same period during the previous year.
d. A major system component, such as a well, booster pump station, or storage facility, fails due to mechanical, electrical, or other event and causes a less than 20 percent reduction in system capacity as determined by the President.
e. Federal or State Regulators require conservation of water.
Stage 1 Response – MILD Water Shortage Conditions
Goal: Achieve a 20 percent reduction in daily water demand.
Water Use Restrictions:
a. Water customers are required to limit the irrigation of landscaped areas to Sundays and Thursday for customers with a box or street address ending in an even number (0,2,4,6,8) and Saturdays and Wednesdays for water customers with box or street addresses ending in odd numbers (1,3,5,7,9) and to only irrigate landscapes only between the hours of midnight and 10:00 am and 8:00 pm and 12:00 midnight on designated watering days.
b. The system will reduce flushing operations.
c. Water customers are requested to practice water conservation and to minimize or discontinue water use for non-essential purposes.
