Water Authority ready to begin Meter Replacement Program
The Bradford City Water Authority is poised to enter the installation phase for its meter replacement project. The Water Authority was awarded a $3.48 million-dollar low interest loan from PENNVEST on January 1, 2025 to fund the project.
The project includes replacing all 5,900 of the Authority’s aging water meters. The current meters across Bradfords system have an average age of 26 years. The new meter system will provide efficiency improvements for the system by transitioning from a Drive-By reading system to an Advanced Metering Infrastructure (AMI) system. Advanced Metering Infrastructure (AMI) is an integrated, fixed-network system that enables two-way communication between the meters and the Authority. The system collects, stores, and analyzes water consumption data, providing the Authority with the ability to monitor water usage in real time.
Customer sanitary sewage bills within the City of Bradford are based off water usage, due to this relationship, the Bradford Sanitary Authority has also agreed to assist the Water Authority in helping to repay the 20-year low interest loan commitment.
Keystone Utility Systems was awarded the $712,883 installation portion of the contract. Keystone Utility Systems is responsible for ALL communications with the Authorities’ customers during this project including initial notices, scheduling all meter replacements and performing follow-up regarding any installation related issues. The installation will be completed at no cost to the Authorities customers.
Residential customers can expect temporary water service interruption during the installation of approximately 15-30 minutes (longer for larger sized meters). A person 18 years or older must be present during the installation. Technicians will need access to the Authorities water meter which is most generally located inside the customers structure/property.
Keystone Utility Systems has provided every customer with a letter with all pertinent information and numerous opportunities to get in touch with Keystone in order to schedule an appointment. Convenient appointment times are available including evenings and weekends.
PLEASE DO NOT CALL THE WATER AUTHORITY FOR SCHEDULING INSTALLATIONS, THIS CAN ONLY BE DONE BY GETTING IN TOUCH WITH KEYSTONE UTILITY SYSTEMS.
Keystone Utility Systems employees will be driving designated company vehicles and wearing their high visibility designated clothing which includes company ID badges.

Wastewater Treatment Plant Operator Position

The Bradford Sanitary Authority has an immediate opening for a Wastewater Treatment Plant Operator.
This position will report directly to the Operations Manager but could also receive assignments from the Plant Foreman or Executive Director. The primary responsibility for this position is operating the wastewater treatment plant facility to achieve optimum wastewater discharge and comply with all EPA/DEP regulations.
Focused initiatives related to this position include the ability to: exhibit safe work habits and practices, work well in a team-oriented environment, obtain and retain knowledge and skills associated with all maintenance and repairs of the treatment plant assets, and adhere to all BSA Rules and Regulations aligned with the Authority Mission Statement.
A successful candidate should have considerable technical and practical experience in the electrical profession working within Commercial and Industrial electrical settings. Skills should include but not limited to effective troubleshooting, diagnosing issues, understanding and applying blueprints and technical diagrams, understanding various devices such as ammeters, voltmeters, thermal scanners, cable testers and hand/power tools. They must also be comfortable working and climbing at heights and working from ladders.
A successful candidate should also: be versed in Chemistry, possess strong analytical skills, be familiar with a variety of lab equipment and instruments, be highly organized, can work independently, be self-motivated, possess strong written and verbal communication, can multi-task, and have exceptional attention to detail. Excellent computer skills and proficiency with Microsoft Applications are required.
Educational requirements will include the demonstrated ability to complete all required training and continuing education units as directed by the Authority to obtain state certification in the field of wastewater. A degree in Chemistry and/or a degree or practical experience in Technology platforms or Trades is highly beneficial.
Other responsibilities include the ability to serve as “on-call” operator as assigned, which could include covering off-hours, weekends, and Holiday’s.
A successful candidate must possess a current, valid driver’s license, CDL would be beneficial. Current Pennsylvania Wastewater Certification or experience in the field is a plus.
A successful candidate must also have the physical capability to work outdoors in all types of weather and the ability to work safely in and around hazardous areas or conditions. A successful candidate must be able to respond to immediate distribution issues or emergencies as required during off hours.
Any candidate offered a position with the Bradford Sanitary Authority will be required to successfully complete a pre-employment drug screen and background check.

The BSA crew recently hosted the 5th and 6th graders from the Learning Center. This was a hands on experience. The students were able to operate one of the flush trucks, they wore similar safety clothing that the operators would wear with headsets and all so they could communicate with the instructor. They were able to run the camera system by running the camera up and down a storm pipe. The students also ran a backhoe by raising and lowering the front bucket and maneuvering the boom in all its positions. The students were given a brief tour of a few locations of the facility and looked at the bugs under a microscope.
This definitely will be something we will want to make an annual event, thanks for thinking of us Learning Center.
