59-lot subdivision feasibility study wrapped up on Bolivar Peninsula

We just finished the OSSF feasibility study and subdivision planning materials for a 59-lot residential development in Crystal Beach. This site had every coastal problem in the book:

Entire tract in FEMA Zone VE (coastal high hazard)
Water table right at the surface
Lots as small as 0.13 acre
Dune and beach frontage on the Gulf end

We did the site and soil evaluation and pulled together everything Galveston County needs under 30 TAC §285.4(c). That included the site plan, topo and drainage plan, floodplain map, soil survey, well search, easements, and a lot-by-lot OSSF layout for all 59 lots. The answer was yes. Each lot can be served by an aerobic unit with subsurface drip in a mound, using the small-lot provision in Texas Health & Safety Code 366.012.

If you’re a developer, landowner, or engineer looking at a subdivision, RV park, or multi-lot project, the septic question needs answering before the plat moves forward. A feasibility study tells you early whether your lot layout works, what system type you’ll need, and where the problems are.

People think a septic job is just a tank and a drip field. This one has been a lot more than that.

We're working on a children's home with three houses spread across several lots and a creek running through the middle. Before we could even start the septic design, we had to work through:

- Keeping the private wells vs. tying into a public water system
- The 5,000 gallon a day limit per property
- Closing a road between the lots and replatting the property
- New lot lines that meet the county's minimum lot sizes
- Access easements for the neighboring lots
- Creek, well, and floodplain setbacks

Close to a dozen layout options and a replat plan, all before the first soil boring. That's the part of this work most people never see.

Spent some time this week helping a customer figure out their septic and water options for a children's home spread across a few properties.

Three buildings, four lots, a creek through the middle, and wells on every lot. Each of those limits how much you can build and how many beds each house can hold. Then it turned out they already had a public water system on the property across the road, which opened up some better options.

We laid out seven different ways to do it and showed what each one would really get them. That way they can make a decision before paying for a full design.

Small lot, two water wells, and clay soil. There was no room for a disposal field anywhere on this property, so this one got a holding tank.

A holding tank is a sealed tank with no outlet. Everything stays in the tank until a waste hauler pumps it out, and an alarm goes off when it's time to call for a pump-out. This house will need pumping about once a week.

Holding tanks are only allowed when no other type of septic system will work on the property.

A site evaluation is more than soil borings.

I recently did one for a designer who's out of town. Along with the soil tests, the packet included a boundary and site plan, well setbacks (including a neighbor's well buffer that carries onto this property), contour and slope mapping, NRCS soil data compared to field findings, and the FEMA flood map.

Soils tell you what the ground can handle. The rest of the site tells you where a system can actually go. With all of it in hand, the designer can lay out an accurate system without guessing.
