FOREIGN DOMESTIC WORKERS SHOULD AVOID CONGREGATING IN BIG GROUPS ON THEIR REST DAYS



Dear employers,



As announced by the Ministry of Health on 15 June 2020, Phase Two of the re-opening will start after 18 June 2020, 2359 hours. This advisory outlines appropriate arrangements for foreign domestic workers (FDWs) and will remain in force until withdrawn.



FDW rest day arrangements



2 FDWs who wish to spend their rest days outside should seek the consent of their employers to do so on a weekday when public spaces are less crowded. FDWs should also inform their employers of their whereabouts and are strongly encouraged to download and activate the TraceTogether app to facilitate contact tracing.



3 As with the rest of the community, FDWs who go out on their rest day should:



Wear a mask and maintain a safe distance from one another,
Observe good personal hygiene and avoid sharing food, drinks and other personal items,
Reduce their time spent outside and limit the number of contacts that they meet on their rest day, and
Comply with safe distancing measures at malls and public places and must not gather in groups of more than five.


4 FDWs should not gather or loiter in public spaces or visit crowded places such as City Plaza, Lucky Plaza and Peninsula Plaza. If your FDW wishes to remit money at these places, the Monetary Authority of Singapore (MAS) has already advised remittance agents that they should schedule appointments with clients. Alternatively, we encourage FDWs to conduct remittance via electronic platforms. MOM will be on the ground carrying out inspections and will disperse large group and outdoor gatherings. FDWs who do not cooperate risk being fined and having their work passes revoked.



5 As we all adapt to the new normal, it is important to maintain open communication with your FDW and help your FDW understand the above guidelines and requirements. Our community needs to stay disciplined and vigilant and so that all our efforts so far to prevent the spread of COVID-19 are not wasted.

Update from MOM:

For helpers who are not already in Singapore, employers must pay the cost of SHN and Covid-19 test, and bear the cost for medical treatment and hospitalisation if the helper is found to be infected with Covid.

Cost Outlined On MOM Website:
- $ 1,500 For 14 Days SHN At A Dedicated Facility
- $ 200 For Covid-19 Test

Advisory on Rest Day and Remittance Services for FDWs



Under Phase One of post-Circuit Breaker, FDWs must continue to stay at home during their rest days. They may go out to run errands and buy meals, and should return home immediately thereafter. They are required to wear a mask, maintain a safe distance of at least one metre away from others, and are not allowed to meet up with friends or gather in public areas to minimise contact between different households. This is in line with the rest of the community. This was communicated to employers and FDWs in the advisory issued on 21 May.



Last weekend, the Ministry of Manpower observed some FDWs gathering at hotspots such as City Plaza, Lucky Plaza and Peninsular Plaza. Some of them were queuing up to remit money, and some were seen to have gathered in groups with their friends. The FDWs were asked not to loiter or gather in groups, and to return home immediately after they were done with their errands. The Government authorities and safe distancing ambassadors will continue to be on the ground this weekend, and will take firmer actions, including issuing warnings and revoking the work permit of FDWs who disregard MOM’s advisory to return home immediately after running their errands.



Remittance agents at hotspots to serve customers by appointment only



The Monetary Authority of Singapore (MAS) has worked with the licensed remittance agents that operate in City Plaza, Lucky Plaza and Peninsula Plaza to serve customers by appointment on Saturdays, Sundays and public holidays. Customers, including FDWs, who wish to remit money should obtain an appointment before leaving the residence to travel to these hotspots. Employers are advised to inform their FDW on the need to make an appointment if they wish to remit money at these locations.



FDWs who are unable to get an appointment to remit money in person at these locations are encouraged to use e-remittance options or visit a remittance agent at another location. More details on e-remittance options are detailed in this advisory issued on 5 June 2020.

Dear Employers,



Introduce e-remittance to your FDW



Due to the circuit breaker and Phase 1 measures, many foreign domestic workers (FDWs) are taking their rest days at home. Some of them may prefer to send money to their families back home through online channels instead of making trips to the remittance agent or bank’s premises.



How e-remittance works



E-remittances can be performed conveniently and safely through several channels such as on the remittance agent’s mobile app or the bank’s ibanking app and website. Each remittance agent and bank has its own customer onboarding and cross-border fund transfer process, but all will require the sender to provide information including full name and identity number, with documentary proof.



Employers are encouraged to pay salaries electronically and directly into the FDWs’ bank account to facilitate FDWs using e-remittance options. If your FDW is new to e-remittance and online services, you can educate her on the process and help her navigate the app or website. To look for a remittance agent, your FDW may check out this link on the Remittance Association (Singapore)’s website.



Be aware



To guard against fraud, you should inform your FDW not to conduct remittance and not to give any personal details through phone texts, calls or emails. Please refer her to the attached guide on “Sending money home safely using e-remittance” (you can also send her this link for a version in native language).



Remittance agents and banks are regulated by the Monetary Authority of Singapore (MAS) and your FDW can also refer to the list of licensed remittance agents and banks on MAS’ Financial Institutions Directory. Remittance agents are known as Standard Payment Institutions or Major Payment Institutions that provide cross-border money transfer service.

Jeff Maid Agency LLP(18C9537) registered with MOM to take over the added responsibilities while facilitating the transfer of foreign domestic workers.

From 20th May, we are able to cancel helper's work permit for employer, even if she does not find a new employer yet.

We will then have a 14 days special pass to find a new employer for the helper, which is issued when work permit is being cancel.

During this 14 days, our agency will provide and bear the costs of accommodation and food. If we are unable to find a new employer for the helper, we will also bear the repatriation costs.

According to Ministry Of Manpower (MOM), hiring workers who are in Singapore is preferred as approval will be very limited when applying work permits for Foreign Domestic Work (FDW) who are overseas due to the safe distancing measures in Singapore.

MOM Services Center will suspend its operation and card delivery service from 7 April 2020 until further notice and helper can remain in Singapore with Temporary Work Permit until they get their cards as part of the safety distancing measure to contain the virus.
