_*آئی ایم ایف نے غلط استعمال اور خامیوں کا حوالہ دیتے ہوئے پاکستان پر زور دیا ہے کہ وہ اپنی استعمال شدہ گاڑیوں کی درآمد کی اسکیموں کو سخت کرے جو سمندر پار پاکستانیوں پر لاگو ہوتی ہیں۔*_
• زیر بحث اسکیموں میں گفٹ اسکیم، ذاتی سامان کی اسکیم، اور رہائش کی منتقلی اسکیم شامل ہیں۔ فی الحال یہ بیرون ملک مقیم پاکستانیوں کو جو 180 سے 700 دنوں کے درمیان بیرون ملک مقیم ہیں استعمال شدہ گاڑیاں درآمد کرنے کی اجازت دیتے ہیں۔
• مالی سال 2024-25 میں، ان سکیموں کے تحت تقریباً 40,000 گاڑیاں درآمد کی گئیں۔
• وزارت صنعت و پیداوار ان تمام اسکیموں کو ختم کرنے پر غور کر رہی ہے سوائے رہائش کی منتقلی کی اسکیم کے، ان درآمدات کی وجہ سے گھریلو آٹو انڈسٹری میں بگاڑ پیدا ہوسکتا ہے۔
• تاہم وزارت خزانہ پروگراموں کو مکمل طور پر ختم کرنے کے بجائے اہلیت کو سخت کرنے کو ترجیح دیتی ہے۔
• مجوزہ تبدیلیوں میں گفٹ اسکیم اور ٹرانسفر آف ریزیڈنس اسکیم کے تحت کم از کم بیرون ملک قیام کی ضرورت کو پچھلے تین سالوں میں 700 سے بڑھا کر 850 دن کرنا شامل ہے۔
• ذاتی سامان کی اسکیم کے لیے کم از کم قیام کی شرط 180 دن رہنے کا امکان ہے (گزشتہ 7 ماہ کے اندر)
• مقامی کار ساز اداروں نے طویل عرصے سے ان درآمدی اسکیموں کے خلاف لابنگ کی ہے، یہ دلیل دی کہ وہ مقامی طور پر اسمبل شدہ گاڑیوں کی مانگ کو کم کرتے ہیں۔
• اس طرح کی تنقید کے باوجود، کار سازوں کی آمدنی میں مبینہ طور پر اب بھی ہر سال اضافہ ہو رہا ہے۔
