This particular advice makes me turn around and walk the opposite direction. It is also advice given by DIY Queens (mostly South Africans) and sadly not true.
These are both temporary solutions and can cause permanent damage too: Baking soda lowers PH, is can be great for your body but only mask the smell of urine, it isn't strong enough to break up the enzymes causing odour, and when not removed from the carpet properly, will cause a build up of substance in the carpet pile.
Vinegar is acidic and can cause permanent damage in carpets. If you happen to have any other cleaning material in the carpet that wasn't rinsed properly, the acid will react to it and you might have complications.
Using both together, with the desired effect of having it bubble the smell out? well, lets leave these experiments for building volcanos in dioramas instead of the carpet. It is not the answer to remove pet urine of any kind, neither cat or dog urine. A professional touch is needed for this in most cases to remove the urine from deeper within as it can be penetrated deep into padding and subfloors.
