Malta Hotels and Restaurants Association MHRA was founded in 1958 with its main objective being to safeguard the interests of its members and MHRA aims to achieve this goal.

The Malta Hotels & Restaurants Association was formed in 1958. The promoters’ intention was to unite all those who own, manage or operate a hotel or restaurant, and to counsel and represent them. The industry, then just a fledgling, desperately required unity of purpose and strategy. The newly formed Association sought incessantly to direct successive administrations towards recognising the benefi

ts of a successful tourism industry. It also worked hard in the interests of its members, who required the umbrella protection of a strong and cohesive union to represent them. The attainment of Independence in 1964 heralded a wave of confidence in the Island’s potential as a holiday destination. The MHRA was not slow to seize upon the opportunity to press for improvements in its industry. Hotels started sprouting throughout our Islands and the number of beds trebled. The increase in the number of restaurants was commensurate to the increase in tourists and the prosperity of the locals. The seventies and early eighties witnessed increasing growth in the Maltese tourism industry, and Malta started diversifying into new markets. Further growth was achieved in the nineties with the introduction of a number of hotels in the five and four star categories, and a number of gourmet restaurants and food chains. The Association encouraged its members to build good quality properties, and keep an ever-watchful eye on the standards of service. On the other hand, it sought with some success to persuade government to invest in infrastructural facilities, which would complement the members’ investments. Thus, airport facilities, roads, beach cleaning, proper sign posting, staff training through the Institute of Tourism Studies and many other components of the industry were built following the intervention of the Association. As the major Association in the tourism sector, the MHRA represents the interests of its members on several important national policy making bodies, including the board of the Malta Tourism Authority and the Malta Council for Economic and Social Development. In addition, the Association maintains close contact with government departments and ministries, keeping them aware of the problems facing this industry from time to time. The Association’s endeavours and achievements assures it a place amongst the more important constituted bodies in Malta. Its contribution towards the improvement of the industry remains continuous and valuable. The vast majority of hotels and restaurants in the Maltese Islands, which are its members, confirm its place of importance amongst Malta’s employers’ unions. Today, MHRA has also a good number of Associate Partners whose activities are closely linked to the Tourism Sector. Their support is invaluable in sustaining MHRA as a strong lobby group to ensure the growth of the tourism activity. Besides, they benefit from a number of incentives to improve their particular business. The Tourism Industry is today considered all over the world as the motor behind each country’s economy and therefore it operators is highly competitive market place. Malta needs to be proactive to continue to build a sustainable tourism industry and this can only be achieved through unity of all the players in the Industry working in harmony to reach the required growth through a common goal.

The Institute of Tourism Studies (ITS) has launched its Strategic Plan 2026–2030, "From Consolidation to Mediterranean Excellence", setting out its vision for the continued development of tourism education and the hospitality sector in Malta.

MHRA was proud to be represented by its Deputy President, Dr Andrei Imbroll, who participated in the panel discussion alongside other leading industry stakeholders to discuss the future of Malta's tourism and hospitality industry.

The Association welcomes this strategic initiative and looks forward to continuing its collaboration with ITS and industry partners to strengthen the sector through education, innovation, skills development and sustainable growth.

The Institute of Tourism Studies has officially launched its Strategic Plan 2026–2030: From Consolidation to Mediterranean Excellence.

The launch was addressed by the Minister for Tourism, Hon. Jo Etienne Abela, and featured a panel discussion on the future of Malta's tourism and hospitality industry with ITS Chairman Edward Zammit, ITS CEO Pierre Fenech, Dr Andrei Imbroll (MHRA), Matthew Pace (ACE), Joe Muscat (Gozo Tourism Association), Paul Abela (Malta Chamber of SMEs), and Julia Aquilina (The Malta Chamber).

Turning commitment into action.

MHRA welcomes the positive outcomes of yesterday’s meeting with Ministers Jo Etienne Abela and Alison Zerafa Civelli.

Agreement was reached on immediate action in three priority areas: noise management, bottle shop regulation, and cleaner public spaces.

The message was clear: political direction, legislative reform and capacity building must now be matched by visible, consistent action that is seen and felt by residents, businesses and visitors. This is the path towards a safer, cleaner and higher-quality tourism destination.

MHRA welcomes the positive progress achieved following yesterday’s meeting with Minister Jo Etienne Abela and Minister Alison Zerafa Civelli.

The meeting reached agreement on three immediate reform priorities: noise management, the regulation of bottle shops and alcohol sales, and improved cleansing and public cleanliness.

There was also clear agreement that immediate action is now essential. The right political direction must be translated into visible and consistent action that is both seen and felt by residents, visitors and businesses. This is key to restoring confidence and setting a new standard for Malta’s tourism destinations.

Most importantly, there was recognition that political direction, legislative reform and capacity building are essential to establish the right parameters for effective enforcement and to achieve Malta’s objective of higher-quality tourism. Without the right legal framework, adequate resources and stronger operational capacity, enforcement alone cannot deliver lasting results.

Today’s Times of Malta editorial further reinforces the need for these reforms.

MHRA remains committed to working constructively with Government and all stakeholders to help deliver a cleaner, safer and higher-quality Malta.

The Malta Hotels and Restaurants Association (MHRA) said Saturday it welcomed the clear political direction towards stronger enforcement against anti-social behaviour. The strengthening of on-the-spot fines is a positive step that sends the right message.

The next step must now be comprehensive legislative reform, MHRA said.

Enforcement is only as effective as the legislation behind it. Malta now needs laws that are clear, practical and enforceable, providing every enforcement authority with well-defined powers and responsibilities. This will enable the Malta Police Force, the Malta Tourism Authority (MTA) and other competent authorities to act effectively within their respective remits, make better use of public resources and strengthen outcomes before the courts.
