外籍家庭傭工「規定最低工資」上調及膳食津貼維持不變

　　政府今日（九月二十九日）宣布，本港外籍家庭傭工（外傭）的「規定最低工資」將上調百分之二點二，由現時每月4,990元增加至5,100元。

此外，根據聘用外傭的「標準僱傭合約」，僱主必須為外傭提供免費膳食。現時絕大部分僱主均為外傭提供免費膳食，但僱主亦可選擇以膳食津貼代替。該膳食津貼將維持不變，為每月不少於1,236元。
　　　
　　新的「規定最低工資」水平將適用於明日（九月三十日）起簽訂的所有外傭合約。
　　　
　　政府發言人說：「政府定期檢討外傭的『規定最低工資』，確保其水平符合香港的經濟及勞工市場狀況。在今年的檢討中，我們按照既定機制全面考慮了一籃子因素，包括香港過去一年的整體經濟表現和勞工市場狀況、短期經濟前景、外傭僱主的負擔能力、外傭的基本生活需要，以及不同持份者的意見。經綜合考慮所有因素後，政府決定上調『規定最低工資』至每月5,100元。同時，政府亦檢視了代替免費膳食的膳食津貼，決定水平維持不變。」

　　​在今日或之前按現時每月4,990元「規定最低工資」簽訂的外傭合約，仍可於十月二十七日（星期一）或之前送抵入境事務處（入境處）處理。這項安排可讓僱主有充足時間將已簽訂的合約送交入境處，完成有關申請程序。
　　　
　　Increase in Minimum Allowable Wage and no change in food allowance for foreign domestic helpers

The Government announced today (September 29) that the Minimum Allowable Wage (MAW) for foreign domestic helpers (FDHs) in Hong Kong will be increased by 2.2 per cent, from $4,990 to $5,100 per month.

In addition, under the Standard Employment Contract for hiring FDHs, employers are required to provide FDHs with food free of charge. At present, the vast majority of employers provide free food to FDHs, but they may choose to pay a food allowance in lieu. The food allowance will remain unchanged at no less than $1,236 per month.

The new MAW level will apply to all FDH contracts signed on or after tomorrow (September 30).

A Government spokesman said, "The Government regularly reviews the MAW for FDHs to ensure its level is commensurate with Hong Kong's economic and labour market conditions. In this year's review, we comprehensively considered a basket of factors in accordance with the established mechanism, including Hong Kong's general economic performance and labour market conditions over the past year, near-term economic outlook, affordability of FDH employers, basic living needs of FDHs and views of different stakeholders. Taking into account all the relevant factors in a holistic manner, the Government has decided to increase the MAW to $5,100 per month. The Government has also reviewed the food allowance in lieu of free food and decided that the level should remain unchanged."

FDH contracts signed today or before at the existing MAW of $4,990 per month will still be processed by the Immigration Department (ImmD), provided that the applications reach the ImmD on or before October 27 (Monday). This arrangement allows employers sufficient time to submit signed contracts to the ImmD for completion of relevant application procedures.
