Companies and their principal contractors, and large infrastructure clients often prefer using local labour and local subcontractors where possible, especially for lower-risk or support roles such as:

Site security
Traffic management support
Cleaning
Gatehouse / access control
Welfare services
Grounds maintenance
Labour supply
Plant operators
Rural patrols and asset checks

There are several reasons for this:

Community and social value requirements
Large utility and construction contracts increasingly include:

local employment targets
community benefit clauses
SME engagement
social value scoring

Especially in Scotland and public infrastructure work, contractors are often expected to demonstrate they are supporting the local economy.

For projects in areas like the Scottish Borders, having:

local workers,
local knowledge,
local response capability,
and reduced travel/accommodation costs
is seen as a genuine advantage especially when rural sites.

Practical reasons contractors prefer locals
A local sole trader or labour provider can often:

mobilise faster,
cover shifts at short notice,
understand rural access/weather conditions,
maintain better attendance,
reduce mileage/accommodation costs,
and build better relationships with landowners and local communities.

That matters a lot on:
substations,
wind farms,
overhead line works,
civils projects,
and remote infrastructure sites.

What usually matters more than company size
Main contractors generally care more about:

Reliability
Compliance
Insurance
SIA / ECS / CSCS qualifications where needed
Ability to supply people consistently
Communication
Health & safety standards

A small local provider who turns up, communicates properly, and solves problems can outperform a larger national subcontractor.

Following Police investigation, the owner of the dog has been traced and reported with an offence under the Dogs (Protection of Livestock) Act 1953.

Dog owners and dog walkers are reminded that they should ensure that dogs are under control at all times whilst being exercised and where possible to avoid areas where livestock are present.
