In Oder of appearance: the bin being the the food source, kept tight against the wall, gave the rats the means of entry! just pulling the bin away solves the main issue. They then run up a wall cavity across a flat roof to a hole in brick work belong to a house, and this is easily proofed. A simple problem solved by simple means. No need to rodenticide!
