Thank you to Wendi Friend for providing these lovely photos of Beatrice Powers who lived in Spring Bottom Cottage before it was demolished. Photos believed to date from 1973 when the council asked her if she needed anything and she asked for a warm duvet! Beatrice had a wonderful cottage garden in which she grew all her own food - though was known to accept a few slices of meat from her neighbours' roasts as a treat.

This page was originally set up to preserve the ancient spring in Spring Bottom, Charlton Kings as it had been damaged and attempts were being made to divert its flow. Thanks to the strength of support for this local treasure, those early aims were achieved and nature has done wonders in reclaiming the area, helped also by some new planting. We will obviously continue to keep watch over the Spring, but for now, the page will change its focus slightly to recording the heritage of Spring Bottom and the Spring's history - including the wonderful Miss Powers who lived in Spring Bottom Cottage for so many years, using the Spring as her water source as the cottage was 'off grid' long before it was fashionable!

While we are continuing to keep a watchful eye over this local gem, there has been no 'news' to report other than thankfully, seeing the water flowing freely from the Spring once again.
As previously reported,
"The Council’s legal representatives have contacted the owner of 54B School Road and made them aware of the Restrictive Covenant. They have been requested to cease any further works which would redirect the flow of water and have been given a period of time in which to reinstate the spring. The homeowner must be given a reasonable period of time in which to address the issues raised after which, if the matter is still unresolved, the Council will take any further appropriate action that they are lawfully able to take."

We understand the Council is happy that this request has been complied with.

With limited time and resources, our page will of course keep you updated with any further developments but for now, we hope the crisis has been averted and Mother Nature will in time be able recover from most of the damage that occurred at this lovely local spot.

So, thank you for your support and we hope that we will all be able to continue to enjoy a refreshing drink from the Spring for many years to come!

Those who registered their comments in support of the Spring, received this reply from the Council this morning. Whilst we are pleased to see action has been taken, it is unclear at present, what we can expect to see in terms of 'reinstating' the Spring. We will monitor the situation and continue to work to protect the Spring for future generations. We would also encourage anyone who has any ideas, experience, expertise etc to email us with contact details and join our team. Thank you for all your support to date but its not over yet!

Dear All,

In late March the Council were made aware of an issue at 54B School Road, Charlton Kings, affecting what a water course commonly referred to as Spring Bottom. The reported actions constituted a potential breach of Restrictive Covenant affecting the spring which the Council immediately investigated. Many of the reports from residents provided very useful evidence such as photographs and historic documents which the Council collated and used as part of that investigation. The evidence was also reviewed by the legal team to enable them to provide advice and recommend the next necessary legal steps.

Following receiving this legal advice, a representative from Property Services visited the site 30th March 2021 and informed the workmen of the spring’s protected legal status. The representative also asked for any works affecting the spring and the direction of its flow to be stopped.

The Council’s legal representatives have contacted the owner of 54B School Road and made them aware of the Restrictive Covenant. They have been requested to cease any further works which would redirect the flow of water and have been given a period of time in which to reinstate the spring. The homeowner must be given a reasonable period of time in which to address the issues raised after which, if the matter is still unresolved, the Council will take any further appropriate action that they are lawfully able to take.

The Council has engaged several parties in this matter including Property Services, Conservation, Planning Enforcement, Charlton Kings Parish Council and Charlton Kings Ward Councillors and will continue to work collaboratively with them. The Council would also like to take this opportunity to thank everyone who brought this matter to our attention and provided evidence which enabled the Council to act promptly.

Unfortunately, the Council does not have the resources to respond to individual queries about this but please be assured that further updates will be provided in due course and your patience is appreciated.

Cheltenham Borough Council established legal protection of the spring (in its current location) in 1987. The covenant protects the ‘…purity or flow of the water…’ against it being ‘…obstructed, diminished, interfered with or polluted or otherwise damaged…’ The footpath leading to the spring is a Public Right of Way - ZCK69.
Our spring is an important part of Charlton Kings history. We want it to be listed as a heritage asset so that it is protected in the future.

Update:
Further to recent posts regarding a diversion that had been made to the Spring water...whilst the pipe is still visible, buried along side the footpath, the water is now flowing once more with the black collar removed from the outlet. Baby steps but we are tentatively hopeful...
