How cemeteries have been maintained and the rules associated with cemeteries have changed dramatically over the years. At one time, much of the maintenance in the cemetery was done by family members and friends. In time, more and more work was handed over to cemetery staff.

In 1915, the city began receiving complaints about how the cemetery was maintained. To answer these complaints, the city set out rules for the caretaker position. These rules are a far cry from the very specific by-law which governs the cemetery today, but was the beginning of the rules and regulations the cemeteries operate under today.

The rules for 1915 were:
1. The caretaker is to be paid $15 per month.
2. The caretaker is to be allowed to charge $5 for an adult’s grave and $3 for a child’s grave.
3. The caretaker is given complete charge of the Cemetery under the direction of the Commissioner of Public Works.
4. The caretaker is given exclusive right to do all work in connection with the grave yard and graves (excepting that done directly by relatives or close friends of the relatives, where no charge is made) when he is qualified by experience and skill to do the work, at reasonable prices, subject to the approval of the Commissioner of Public Works.
5. Relatives and close friends shall be permitted to use hose for watering graves, when it is not in use by the caretaker.
