TOO COLD TO CLEAN WINDOWS?

a) Splash-back from dirty window sills, frames and surrounding surfaces. It makes sense: Water moves dirt around. Water and wind encourages a wave of dirt migration!
b) Dirty glass: That's right. A thin film of fine dust, pollen and particulates build up over time. You may only notice it if you wipe a part of the pane or when the sun hits the glass at a certain angle. When rain drops sit on the glass, they soak up these particulates. Then they evaporate, becoming a smaller, but more concentrated droplet of dirty water. When the water is gone, you have a dry 'rain spot'.
