If you are frozen, have no water (..and you are patient), your pipes should thaw when the temperature warms up ^ after the windchill is above freezing. A few recommendations:
If you are able to stay home:
• Open your faucets, especially your hose spigots on the exterior
• Open all cabinets under sinks to allow the warm air to circulate
• Once you hear the water to start running allow the line to cycle for a few min. It will take a few min for all the toilets to fill up
• Turn off your fixtures - don't forget the hose spigots..
• Visually inspect all fixtures and the plumbing (water lines) that service those fixtures
• Listen for running water.
• If you hear water running, check your crawlspace (if you have one) and meter to confirm you have a leak..or call a plumber and shut your water off
If you cannot stay home:
• Shut your water off to your house, leaving your spigots turned on
• Open all cabinets under sinks to allow the warm air to circulate
• IF you have a burst pipe inside your home, you will usually see a water puddle or spot (depending on where the leak is located)
• Turn on water to check for leaks. Keep in mind that it will take a few min for all the toilets and other fixtures to fill up. Try to use a 'Buddy System' one person turning water back on slowly while the other checks around the fixtures (under) for major leaks. This should minimize damage to your home.
• Visually inspect all fixtures and the plumbing (water lines) that service those fixtures
• Listen for running water
• If you hear water running, check your crawlspace (if you have one) and meter to confirm you have a leak..or call a plumber and shut your water off
Pay attention for the next few days....sometimes it will take a bit of time for a leak to show itself.

Add on: If you find that you have a leak, power off your water heater so you don’t risk burning out the elements.
^If you absolutely cannot wait, a plumber can use pipe thawing equipment to thaw your pipes for you.....$150-$350, depending on the size of the house.
