The misappropriation of billions of pesos intended for flood control infrastructure represents more than financial theft; it is environmental injustice that disproportionately affects vulnerable communities and biodiversity. While corrupt officials enrich themselves, Filipino families continue to face devastating floods that destroy homes, livelihoods, and lives, especially the poorest sectors, including the urban poor and displaced coastal communities. This corruption perpetuates a cycle where vulnerable sectors remain defenseless against increasingly severe and intense weather events driven by the climate crisis.

As youth advocates, we are particularly outraged that funds meant to protect Filipinos from climate impacts are being stolen. Every peso diverted from legitimate flood control measures is a peso stolen, overlooking and neglecting safety and resilience for human security.

Shane Rose Robles, a school office aid, stands by a sign that reads โ€œVote for the Environmentโ€ in the courtyard of Commonwealth Elementary School, Quezon City.

Shane has seen how high heat and fickle weather causes headaches, asthma attacks, high blood pressure and fever, driving kids and teachers away from the classrooms towards the clinic and underground rooms for frequent breaks.

She believes newly elected officials should visit public schools to see firsthand the many effects of climate change on the lives of both students and faculty. โ€œSo, theyโ€™ll be able to determine for themselves what they can do to improve schools and help students and faculty.โ€

As the country gradually transitions from the dry season to wet, with high heat and torrential rains often in the same day, Filipinos are gearing up to elect one of the most important batches of legislators for climate and environmental policy and action. In engaging a diverse range of communities, Greenpeace found a common message that future leaders must hear: climate change and the environment affect livelihoods, health, education and wellbeing.

Marivic Asibuche, a street sweeper, sits roadside along Commonwealth Avenue holding a sign that reads โ€œVote for the Environment.โ€

Life at home and on the field is difficult. At home, thereโ€™s hardly any water, sometimes not enough to bathe. At night itโ€™s hot, itโ€™s hard to rest. The stormy season means โ€œillness, fatigue, hardship,โ€ with floods on the streets she has to clean and floods at home.

Not all local officials are remiss of duty, Marvic said, but she feels that they ought to see to the wellbeing of their underprivileged constituents, not just the rich. She hopes the new batch of leaders after the midterms would also see to raising wages for civil servants.

Street sweepers like Marivic are constantly exposed to inclement weather. โ€œOur work is very hardโ€”rainy season, dry season, stormy weather, weโ€™re here. Weโ€™re public servants. But we can do it, we have to do it, because itโ€™s our job.โ€
